Transatlantic relations are in crisis. Yet what constitutes this crisis? And what might this crisis tell us about the future of transatlantic relations? The explanations for the crisis, by and large, focus on the Trump Presidency and the impact of an “America first” strategy that is viewed by critics of the Trump Administration (Trump I and II) as compromising, even outright negating, the United States’ long-standing commitment as the guarantor and guardian of the liberal international order (Pax Americana). The presentation suggests that transatlantic relations were in crisis long before Trump first came into office (2017) and that “America First” has only sped up what has been a necessary process of rethinking and reorientation in the United States about its role in the world. Transatlantic relations are simply one arena in which the United States’ search for a new/renewed political identity and purpose after the end of the Cold War’s bipolar world order is playing out. Using as key example, among others, Russia’s war of aggression in Ukraine, the presentation discusses continuity and change in the United States’ relationship to Europe. There is more continuity than change –– and in that also lies the promise of renewal.
